No. Hearts is a universal application that you purchase only once, and it optimizes itself for either a phone or pad sized screen. It's two applications in one.
You can start a game by passing three cards, which is accomplished by tapping each one and then dragging them out of your hand. Once you've passed, the player with the 2 of Clubs always starts play.
Hearts currently supports three rule variations: 1) Jack of diamonds worth -10 points, 2) Queen if Spades breaks hearts, and 3) Shooter chooses whether to add 26 to other players' scores or subtract 26 from his.

In single player mode, you can change the names of the computer players by tapping on their dropzones and making the desired edits. Once you change a name, it will be remembered in your preferences for future games.
Multiplayer uses Apple's Game Center features, which are only available on iOS 4.1 or later. The iPad currently runs iOS 3.2, but 4.2 is due out in November, at which time Hearts mutliplayer will automatically become available on the iPad.
If you're requesting to be matched up with other players, it's possible that not enough other players are looking to play at the same time as you. Ideally, there will always be enough people trying to play, but when there's not, Game Cetner cannot create a mach.
Any empty seats will be filled with a computer player.
